The following — from “The Official List of Voters of Washington County, Arkansas” — is the list of voters living within the Fayetteville city limits who had paid their “poll tax” in 1919 to be eligible to vote in the 1920 election.
A poll tax was instituted in numerous Southern states to make voting more difficult for someone of limited means and was especially used to dissuade Black voters from casting ballots.

In 1917, Arkansas approved a law allowing women to vote in primary elections, although they were still prevented from voting in a general election. In 1919, Congress approved a women’s suffrage amendment and submitted it to the states for ratification. The Arkansas General Assembly met in special session to consider the amendment, voting 74 to 15 to approve it with Arkansas becoming the 12th state to do so. Officially, women’s suffrage was fully approved in 1920.
This 1919 list of voters reflects both some of the earliest voter registrations by women in Fayetteville as well as the ongoing disenfranchisement of most Black voters. At a minimum, 55 women registered in Fayetteville, and at least 3 Black residents registered. Countywide, another 32 women were registered.
On Nov. 2, 1920, the newspaper reported at midday that turnout looked like it would set a new record and that women were voting in large numbers.
Countywide, more than 4,800 cast ballots. In the race for governor, Democrat Thomas McRae garnered 2,814 votes (60%) in Washington County; Republican Wallace Townsend received 1,831 (39%); and Josiah Blount, running on the Negro Independent ticket, received 14 votes (0.3%). Statewide, the percentages were McRae, 65%; Townsend, 24%; and Blount, 8%.
